Shiokaze/Sea Breeze The Short Radio Program to N.Korea

Shiokaze has been transmitted to N.Korea since 23:30 p.m., October 30, 2005.

At first, COMJAN has made contract with VT Communications, a British broadcasting company, which NHK, Japan's national public broadcasting company has used to transmit for its international programs to foreign countries.
COMJAN makes Shiokaze at a studio installed in COMJAN's office and emailed to the programs to VT Communications. Then, VT Communications has emailed to the programs to its transmitting station located in foreign countries where Shiokaze has been transmitted to N.Korea.
COMJAN has changed its transmitting station to Yamata Transmission Station of KDDI Co., LTD in Koga-Shi Ibaragi Prefecture in Japan as of October 29, 2007.

Purposes of Shiokaze/Sea Breeze
(1) Inform abduction victims who are living in N.Korea that Japanese Government, NGOs and NPOs and ordinary citizens have tried to their best to rescue all the abduction victims.
(2) Ask for sending most up-dated N.Korean Situations with paying attention to N.Korean Government.
(3) Others. COMJAN has considered to use Shiokaze to inform the shelters and security countermeasure to abduction victims when Kim Regime collapses. Relief system must be
needed when the Kim Regime would be collapsed. These are the assignment in future.

Broadcasting Hours
Shiokaze/Sea Breeze has started as a half an hour program and it was broadcast 23:00 to 23:30
seven days a week.
On December 18, 2005, Shiokaze's broadcasting hour was expanded to 90 minutes from
30 minutes. The first program was broadcast 23:00 to midnight and the second program was broadcast 04:00 to 04:30.
On June 15, 2006, Shiokaze changed its transmission hour; the first program was transmitted between 5:30 a.m. and 6:00 a.m. The second program was broadcast from 19:30 to 20:00.
On July 10, 2006, Shiokaze changed its broadcast hour on the second program from 22:00 to 22:30.
On October 29, 2006, transmission hour of Shiokaze's second program was changed between 23:00 and 23:30.
COMJAN is planning to prolong the transmission hour when financial situation and extension structure are well prepared.

Duration of broadcasting Shiokaze
Basically, COMJAN is planning to transmit Shiokaze until abduction issue would be concluded.

Frequencies
Shiokaze has begun frequency 5.89mHz, now it is done away as of June 15, 2006 with replacement of other frequencies.

Shiokaze has been changed its transmission station to Koga-Shi Ibaragi Prefecture as of March 25 2007 begins with the frequency of 6045kHz.

COMJAN has started to use rotating operation from March 31, 2008 to avoid jamming wave from N.Korea.

Broadcasting coverage Region
Shiokaze can be received mainly land of N.Korea but the program is also received throughout the world. Even Shiokaze is able to be received in Japan.

Target Listeners
All the Japanese abduction victims who have been seized in N.Korea for many years.
These targeted listeners are 250 privately investigated missing Japanese who are in the COMJAN's list, 17 abduction victims who are acknowledged by the Japanese Government and few acknowledged by NARKN (National Association for Rescue Abducted Japanese by N.Korea) whose acknowledged positions are between the Japanese Government and CONJAN.
Total number of listeners are about 270 by estimate.

Contents of Shiokaze/Sea Breeze
(1)read the names of abduction victims. The data will be read as メMs.A. She was born on March 1, 1950 and Ms.A disappeared in Yokohama-Shi Kanagawa Prefecture on May 1, 1970 at age 20. Now, Ms. A is 54 years old.モ About 50 data of missing people are read a day and it goes through 5 days to finish reading whole data. The abduction victims who are acknowledged by the Japanese Government are identified as stuff reads メthe Japanese Government acknowledges Ms. Megumi Yokota as the abduction victims by N.Koreaモ at the end of the end of their data.

(2)stuff reads the messages to the abduction victims from their families who request their messages are read when the first step is going smoothly.

(3)the families who are willing to read their messages by themselves read the messages with their own voice after the couple of stages go well.
*COMJAN considers some other options after Shiokaze will start.
*Japanese will be used in broadcast at the beginning.


The Contents of Shiokaze/Sea Breeze as of June 15, 2006
The first program (Japanese only)
(1)reading out the data of missing people with high possibilities of seized in N.Korea.
(2)read the messages for behalf of missing people's families.
(3)direct messages from the families of missing people.

The second program
(1)reading out the data of abduction victims who are acknowledged by Japanese Government and missing people who are highly considered to be seized by N.Korea in Korean, Chinese and English.
(2)most up-dated news related to N.Korean abduction issues and its explanation. The program is broadcast in Korean, Chinese and English.
The programs are not distinguished because all the programs have been transmitted as of October 28, 2007 from Yamata Transmission Station in Koga-Shi Ibaragi Prefecture.

Expense
Annual expense for transmission costs エ6,000,000/abut $63157. At least エ15,000,000/$157,894 for production and management cost.
All the expense is covered by the donation and contribution.

Countermeasure for Jamming Wave
According to VT Communications, basically the jamming wave is unable to cover whole the land of N.Korea because it covers only limited sphere although there are some prevention ways such as using several different frequencies. VT Communications checks how short wave is received in the region quite often.
COMJAN has started to use several frequencies as of March 30, 2009.

COMJAN sends verification card if the listener(s) sends donation of エ1000/$10 by postal money order and report.
